I believe if the grinder does not stop after a certain amount of spawns such as endermen grinders its not safe enough, there can and will be problems. Unless you have a system which kills mobs instantly as they spawn, farming drops etc.
The people who own mob spawners (as items) should consider themselves lucky, seeing how these are now "discontinued" items, the value is thus greatly increased per spawner.
This raises some questions though: Are mob spawners as items allowed? What about placed spawners that intersect each others spawn range, will the excess spawners be returned to the owner as items or simply destroyed?
Btw, here is a great tutorial for mob spawning mechanics. Things such as how many mobs spawn within a certain area etc etc. It clearly explains why having several spawners close to each other does not yield more mobs/sec.
