There will be some new plugins coming with the possibility of some old ones being removed.
Factions is a warring/battling plugin, this server never has been about warring with eachother. We are more of a "Towny" type server. However, Towny feels a bit complex. What we need is a simple way to create towns and let players run them as they see fit.
I believe we have found a way to do that with a plugin called Villages (
http://dev.bukkit.org/bukkit-plugins/villages/ ). Players will be able to create a Village and be the mayor of that village. They may sell plots of land in their town and have a Village bank account. Members of a village will be able to purchase a plot of land in that village and have that plot registered to them.
My thought is that if several villages (near to eachother in the world) wish to be unified/allied we could create Regions or Provinces. They will still remain individual Villages, but we could mark the region/province in some way to signify them as being unified with eachother.
We have also looked at a couple of Race plugins and would like to add one of those as well. So we could have several villages of Elves in a Region/province.... or perhaps several different races have formed their own villages but are nearby and wish to form a region/province.
If we add these 2 plugins, we would not need Factions and pretty much most players use Factions to form groups/towns, claim land for it, and let people join their town. This is not the purpose of Factions. Even with a PvP, griefing allowed world (Forsaken) not one Faction uses it to establish a base, build up their power, seize other player's land, etc. The fact is we aren't really that kind of player.
We do like to duel and throw down with a fight now and then, so we can add in a PvP Arena or Survival Games plugin to satisfy our occasional need for a good sword fight or magic duel.
Although the final decision about which plugins will be added will be up to Royalty. We would like to get your feedback. Perhaps you are aware of other plugins along the lines of the ones we are looking at. Let us know!

Edit: 11/21/13 Villages Plugin did not work out. We have removed this plugin in favor of going ahead and using Towny.
