NPC setup for Squire donation

So I wasn't sure where to post this, but here's the details of my NPC.
I want a tuxedo cat NPC named Mr. Whiskers. He will greet customers that come into my shop and say some things to them about the items that I have for sale. I will add some text as I figure it out. I wanted to make sure this was possible first.
