Towny Basics

So here are the basics of the Towny plugin and how we have it configured for Latis.
Creating a Town can be done by any Citizen and above for $6000
Creating a Nation will cost $10000 and will be added after we see some towns prospering.
****Edit 11/23/2013 Since I cannot figure out how to disable Nation creation at this time. We have increased the cost of creating a Nation to $50,000. Please be aware that if you create a Nation, and then delete it, you not recieve any money back.

Why would you want to create a Town or become a Resident?
Well, in your Town you will automatically regen your health. Your town will be automatically protected from outsiders breaking blocks, endermen will not pick up or place blocks, animals and players will not trample crops, you can tp to your Town's spawn (for free), to another Town in your Nation (for $5), to an allied Town's spawn (for $7), and to any public Town's spawn (for $10). The Mayor of the Town (or each Resident on their own plot) can configure flags for their Town (or plot) by using the following commands:
/town toggle explosion
/town toggle fire
/town toggle pvp
/town toggle mobs
Taxes can be set by Mayors for their Residents to help pay their own upkeep fees they will owe to the server.  If a Resident cannot pay their taxes, they will lose their plot and be kicked from the town. If a town does not pay their taxes to their Nation, the town will be kicked from the Nation.
There is also a daily upkeep charge that gets paid to the server from each Town and each Nation, depending on the number residents in each. All upkeep fees paid to the server will go into a server account to fund construction of new builds and maintaining the Kingdom and it's settlements. If a Town or Nation does not have the funds in their bank, for daily withdrawl, to pay for upkeep, they will will be deleted automatically and all land will be regenerated. Please choose your Towns (and Nations) wisely. Make sure this is a responsible player running your Town or Nation.
Residents can deposit money into their Town (or Nation) bank, but only the Mayor or their assistant may withdraw from the bank.
Mayors (and their assistants) may set up plots and set the plot for sale. Residents, when walking over that plot will see the information (in chat) for that plot and may purchase it. After purchasing a plot, the resident will own the plot and no one else may build in that plot unless the resident gives perms for another player.
I hope I am getting these rules correct. If anyone figures out that any part of this is incorrect, let us know and we will update this post.
